According to the esper menu in-game you can obtain this esper by the following: “obtained as a trophy in the heavenly treasure. Awarded for completing the Lupin: Heavy Sigh”
Try and clear the floors from the Heavenly Treasury event. The higher you go the more rewards you can claim daily by tapping Blitz. The esper you are looking for sometimes appear in the rewards you claim.
